Most decisions of the association are made by the Board of Directors. However, unit owners have the right to make critical decisions such as amending the governing documents and in many cases, they have a right to vote on whether or not a loan should be taken by the Board or a special assessment can be passed. But whether or not the owners have that right is based upon the language of the governing documents.
